Release review record

This is an implementation-agent review, not independent human approval. Version 1.19.1 changes the report and supporting audit tables only; gene and protein classifications, anatomy mappings, RNA/IHC rules and clinical holds remain unchanged.

The immune audit joins exact gene IDs to the frozen DICE and HPA/Monaco tables. It excludes HPA's DICE aggregate from decision triggers to avoid duplicate evidence. “Activated DICE triggers only” means no other lower-threshold immune trigger in the assessed tables; it does not establish absence outside activation, rarity of cells, dispensability, or eligibility. Seven genes carry that descriptive flag: three remain Unsafe / High RNA, two Neither / Antibody and two Neither / Cellular.

Membership assertions verify all 2,540 nominated IDs and the unchanged 399/561/1,580 partition. The 399-row retained table preserves source evidence and explicitly marks its review flags as non-classifying. Report text distinguishes the effective 30 nTPM cap from the older 60 nTPM Manageable/Enhanced setting and records the reproductive-protein coverage gap. Source-specific units and reported-value denominators remain separate.

The final review checks generated Markdown/PDF agreement, bookmarks and rendered layout, strict MkDocs, the CI Ruff command, package build and strict Twine validation, and input/output hashes. Full CI must pass on the final commit before merge; the PR contains the final validation status. The original all-gene atlas and protein exports are not regenerated by this documentation release.
